1. In parallel with the Executive, Overview and
Scrutiny Committees,
Standards Committee and the
Monitoring Officer, to consider matters
relating to changes in the
Constitution and make recommendations
to Council as appropriate.
2. To consider any matters relating to electoral
registration, elections or
electoral
boundaries which have not been delegated to the Electoral
Registration
Officer or Returning Officer.
3. To recommend to the Council the
appointment of an Electoral
Registration
Officer and Returning Officer.
4. To recommend to the Council the appointment of
Independent
Persons to
serve on the Standards Committee.
5. To be responsible for the
appointment of the Independent
Remuneration
Panel for Members’ Allowances.
6. To consider matters relating to
the Mayoralty where appropriate.
7. To advise the Cabinet Member
for Corporate Services and the Head of
Human Resources
on Member development priorities where
appropriate.
8.To consider other
non-executive functions not allocated to a
Committee or to an Officer and
to make recommendations to the
Council, as appropriate.
